It still holds that meaning for me, because other programs still use that. For those of us who remember moving from WordPerfect to Word for Windows as Word took over as the dominant word processor, Ctrl-Shift-V had always before been Paste Plain Text (paste without any formatting). points out, Ctrl-Shift-V pasting formatting is inconsistent with the rest of Windows and Microsoft's own Teams and new URL paste feature for Edge, plus older system before the Windows version of Office (I realize that's going back an obscenely long time). I found this page, because I was looking again to check if Word offered a simple way to paste plain text, instead that's quicker than Ctrl-V (or Shift-Ins) to paste, then Ctrl, then wait a second, then press T to convert to plain text. I'm a fairly heavy keyboard shortcut user and that's a new one for me. So this sounds like the keyboard shortcut for the Format Painter. I had not realized that Ctrl-Shift-C and Ctrl-Shift-V copied and pasted formatting without text.
